Sure.  They suggest the maintainer must change his configure.in, and
their users may complain about it.  So, yes, they are a big deal.
Maybe autoconf should only suggest the changes with -pedantic, too.

I want it not to *require* it.  It should certainly use it if it is
available.

Come on.  Of course autoconf can be used by itself, but there are
many, many packages that use it together with automake, and, if
automake doesn't support the new autoconf, they just won't be able to
upgrade.  So, what's the point of releasing it?
