I guess the choice is among binutils, gcc and possibly a standalone
package. People seem to confuse cross-compilation configuration which
leads to incorrect configure scripts. I believe it's worthwhile to
provide these documents in a way that makes them be installed on people's
systems in a standard way, i.e. with a system distribution or upon `make
install'.
Referring to the WWW only is not necessarily the best idea -- servers may
be down or people may be off-line when the information is needed.
