[RFA:] dg testsuite framework and test-case for sh, gas

Here's a little gas-testsuite-addition for sh, for the previously reported
bug.

Ok to commit?

	* gas/sh/err.exp: New, framework for error-testing.
	* gas/sh/err-1.s: New test.
