The patch is mostly useful for people doing releases and for
catching autoconf/automake-maintainers' attention. ;-)

Please advise of one, so we can all switch to it. If it's a
snapshot, it needs to be put at
<URL:ftp://sources.redhat.com/pub/binutils/> so it will be what
README-maintainer-mode instructs to use.
(I'm afraid there's already a version mismatch to what some
people use; I have to correct aclocal.m4 "all the time".)
