Some warning fixes for opcodes



I just noticed:

/cvs/binutils-ln/opcodes/arc-ext.c:142: warning: implicit declaration of function `memset'
/cvs/binutils-ln/opcodes/arc-ext.c:189: warning: implicit declaration of function `strcpy'
/cvs/binutils-ln/opcodes/arc-ext.c:248: warning: implicit declaration of function `strcmp'

The appended patch fixes this and also the myriad of warnings from
tic54x-opc.c.

	* arc-opc.c: Include "sysdep.h" to get stdio.h as include file.
	* arc-ext.c: Likewise.
