Yes, it should be.

A `.po' file holds translations for a given language.  It is a source
file.

Suppose, as above, you get the `fr.po' file for gas.  This is the
French translations for a given release of gas.

You want to copy `fr.po' into binutils/gas/po/, and cvs add it there.
Then you want to make sure that binutils/gas/configure.in mentions
`fr' in the ALL_LINGUAS assignment.

At least that is how it was done back when I gettextized things.  I'm
assuming that the gettext infrastructure in binutils hasn't been
updated to track the later gettext releases.  The ALL_LINGUAS stuff
may have changed since then; I haven't been watching gettext and I
don't really know.
