Yes sorry about this.  The FSF is heavily overworked and processing
these applications can take some time.

Well without a copyright assignment covering him there is nothing that
can be done.  So if he does not already have a copyright assignment ton
file he must apply for one.  I am attaching the email form below.

Once the copyright assignment has been processed he can start
submitting patches.  Before then he is free to participate in
discussions on the binutils mailing list, make suggestions and comments
and so on.  In fact anything that does not involve submitting patches
and/or new code.
