elf32-vax target coming soon

I'm planning on checking in the elf32-vax target written by
Matt Thomas pretty soon (all the bits except gas; he's still
hunting a bug there, but the bfd bits will allow work on gdb
to progress).
What's the protocol for checking in a new target? Does a patch
need to be posted as is customary with most patches?
Matt has filed the necessary assignment paperwork, and has received
back the signed copies from FSF.
