[Patch] sh64: Fix DT_INIT and DT_FINI values

The attached file contains a patch for sh64 to set the lsb bit in
the dynamic section DT_INIT and DT_FINI values when
the init and fini functions are SHmedia functions.

I've taken the opportunity to add the run_dump_test framework
to the sh64 tests, as suggested by Hans-Peter Nilsson a couple
of weeks ago.   The patch includes this, as well as a couple
of regression tests for the DT_INIT/DT_FINI change.

Tested on sh64-elf, and also sh-elf to make sure I didn't
accidentally break anything.
