cris-elf broken by tic4x

My autocrasher tells me recent changes gives failures
in binutils tests for cris-axis-elf:

it stops after the binutils tests, but I guess there's
significant breakage in the gas and ld test-results too.
(TODO: tweak autocrasher.)
It seems to be caused by the tic4x target changes:

A wild guess is that other targets are affected at a similar scale.
