In the usual place:
  ftp://sources.redhat.com/pub/binutils/snapshots/

I'm hoping to look at the reported sparc64 problems before releasing 2.13.1,
but I haven't had much luck reproducing them so it may not happen.  Test
and problem reports for other platforms are welcome.
