I am attaching the form.  Please fill it out and then email it to the
FSF.  At some point there will need to be a fax/snail-mail
communication in order to exchange signatures, but that happens later.

The binutils project uses the same coding and submission conventions z
as the gcc project.  You can find details of these here:
