Where exactly does it say sh_link?  If you look at the definition of the
sh_info field, it clearly says that this field is used for
SHF_LINK_ORDER.

Oh wait, I see, under SHF_LINK_ORDER, it refers to sh_link.  I don't
understand what is going on here.  Maybe this is a bug in the gABI, in
which case we have to continue setting both fields?
