Patch to remove BFD_NEED_DECLARATION

All the uses of the BFD_NEED_DECLARATION macro have been removed from
the src tree except for those in src/mmalloc which, as I understand it,
is no longer used by any tools. So this patch removes the definition of
BFD_NEED_DECLARATION from bfd/bfd.m4.
Tested on IA64 Linux with a binutils, gas, ld, and gdb build, OK to
check in?
