PATCH: Properly handle .tbss section for objcopy

- Subject: PATCH: Properly handle .tbss section for objcopy
objcopy doesn't handle .tbss section properly if it is bigger than the
PT_LOAD segment. .tbss is special. It doesn't contribute memory space
to normal segments and it doesn't take file space in normal segments.
For readelf, .tbss is only counted for PT_TLS segment. However, for
objcopy, .tbss has to be included in PT_LOAD segment. Othewise, we
will get
BFD: tmpdir/stqhfKZE: warning: allocated section `.tbss' not in segment
Here is the patch with testcases.
