options silently ignored when linking certain executables

- Subject: options silently ignored when linking certain executables
At least --eh-frame-hdr (and a number of others that one could argue
are not relevant here) are apparently being silently ignored when
linking an executable that has no dependency on a shared library. Is
this intentional? If so, how else can I force the linker to build an
.eh_frame_hdr section in such an executable (in the given case, the
Linux kernel)?
