There should not be any copy of libtool.m4 in aclocal.m4, since it is
already included via m4_include. If you look at libtool.m4 you'll
notice that it is completely different from the copy in aclocal.m4.
Please make sure that you have the right version of libtool installed
before running aclocal.

--cygnus and --foreign are the same. If automake use the option from
AUTOMAKE_OPTIONS it translates the cygnus option to --foreign.
