I took a look at acloca.m4 in src and gcc. Although libtool.m4 in top
dir has

AU_ALIAS([AC_PROG_LIBTOOL], [LT_INIT])
AU_ALIAS([AM_PROG_LIBTOOL], [LT_INIT])

I see

For reason, aclocal.m4 always has AM_PROG_LIBTOOL from the installed
libtool.m4. Does anyone know how to avoid including installed
libtool.m4 in aclocal.m4?

If it is the case, why not change AUTOMAKE_OPTIONS to use
--foreign instead of --cygnus?
