[GOLD PATCH]: More BFD linker compat options.

-Qy is just some SVR4 stuff ignored for compatibility.
-V prints the brief format version and the list of targets
One might be able to guess what other gold target I'm working
on support for after seeing this :-)

* options.cc (General_options::parse_V): New function.
* options.h: Add entries for -V and -Qy.
