I'm working with old MIPS toolchain (gcc-3.2, binutils 2.11.94)

Binutils 2.11.94 is really old...

and noted that "strip --strip-unneeded" leaves the .pdr section
untouched.

Almost certainly a bug. Try using a modern binutils (eg 2.18) and you should see much better behaviour.
