Probably because the .pot files had later modification times than any
of their dependencies. We don't keep the .pot files in CVS up to
date. (Why do we have them under cvs at all?)

rm */po/*.pot then run make :-)
I've committed updated makefile dependencies and .pot files to the
branch.
