update libtool.m4 in src


OK to push this to src, in order to sync toplevel with the GCC patch
I just committed, and regenerate configure scripts?

FWIW, what about rda/, that seems to not have been updated in a long
time (its aclocal.m4 contains a copy of older libtool.m4 contents),
also sid/ contains its own much-outdated sid/config/libtool.m4 and
configure scripts that use it.  In general, src/ doesn't like
--enable-maintainer-mode much, several breakages to overcome
manually.  I'd be interested here to know whether the answer is
"patches welcome" (which is fine) or some other reason I'm not aware
of.

	Backport link test fix from upstream Libtool:

	* libltdl.m4 (_LT_SYS_DYNAMIC_LINKER, _LT_LINKER_SHLIBS):
	Add cache variables to tests that require the linker to work.
	For shlibpath_overrides_runpath, this also changes the semantics
	to let the result from the C compiler take precedence.
