Can you tell me wher i can locate binutils version 2.17.50.0.17-3 for powepc 64 (ppc64) Redhat5.2 running gcc4.1.2-33.ppc64

Nope, sorry. I did find this though:

which is just a little bit ahead of the release that you were looking for.
