[gold patch 4/8] Add new incremental link options.


This is the first of a batch of five more patches for incremental linking --
the fourth overall.

This patch adds an --debug=incremental option, an --incremental-full
option to force a full incremental link, and an --incremental-update
option to force an incremental update link (exiting with an error if
a full link is necessary).
