bfd.ld 2.21.1 fails to set the right exports in mingw dlls

At least for libgfortran and libstdc++ ld fails to write the right exports to
the dll while bootstrapping gcc.

I used binutils-2.21.1 and gcc-4.6.1.
In the mentioned dlls all symbols containing leading underscores are missing
rendering the build libraries useless.

Using binutils-2.21 is fine.
