This reverts a half-baked change I made a few days ago, thinking to
follow the elf32-ppc.c scheme for ELFv2 ifunc in elf64-ppc.c. That
turned out to be a bad idea.
* elf64-ppc.c (allocate_dynrelocs): Revert 2013-11-04 change.
