  This subject has come up before, I can't tell you the answer myself
but you can find it if you search the mailing list archives at the redhat
website.  I think what people said at the time was that with the 2.95.x
series you should build separate compilers for arm- and thumb- targets,
but the 3.0.x series was meant to have the two integrated into one that
could produce either arm or thumb code.  However I'm not authoritative!
