You can get the GNU tools that are cross compiled for a number of processors
at www.ocdemon.com.   There are GNU tool sets for both Windows and
Linux.   These tools include the drivers for Marcaigor Systems JTAG
debug pods but you can ignore that feature.   The Windows versions of the
tools use Cygwin which is also available on that site.   They Windows
versions
are provided as Installshield self extracting executables.    The Linux
versions use the RedHat RPM install mechanism.

If you have any questions please let me know, I put most of those packages
together.   I work for Macraigor Systems.
