Well, that's what you should always do if cross-compiling a kernel. E.g. if you are using the ARM linux 2.4.19-rmk7 or something like that, you will need CROSS_COMPILE=arm-linux- The thing is, most people tend to go ahead and change CROSS_COMPILE directly in the top-level Makefile, and then forget about it (until they upgrade to a new kernel, and wonder why make menuconfig asks all those questions about Pentium processors...
