That's a good idea, and is what I will be aiming at. Basicaly, ./configure will try to find appropriate tools, which the user can overide using command line options like --with-xxx=/some/where/xxx and then crosstool-NG main script will add symlinks to this tools in a well known directory, and add this directory first in the PATH.
