from crosstool-ng root:

% find . -name 110-allow-cross-compile.patch
./patches/ltrace/0.4/110-allow-cross-compile.patch
./patches/ltrace/0.5/110-allow-cross-compile.patch

in case it's really not there use a recent version resp do an 'svn up' ;-)
