Enable sysroot. The default is to enable sysroot. Do you have a specific need
that requries a non-sysrooted toolchain?

Non-sysrooted support is slowly bit-rotting, and I'm not sure it is worth
fixing. I think it'll go away soon (probably after the next stable is out).
