Well, that's generally true.  However, the patch that needed approval was
in <http://cygwin.com/ml/cygwin-apps/2003-07/msg00118.html>.  The only
difference between this and the "updated patch" mentioned above is a
comment in String++.h that Max requested, thus my statement.  If you
prefer, the update is attached (same ChangeLog as in the above message).
