[FHS] what are the rules: /etc/defaults and system wide settings

Could someone explain what is the difference between:
/etc/defaults/
/usr/share/<package>/
1) Say, a file includes a 'packagerc' default settings that are used
in case $HOME/.packagerc is not set, where this file should be done?
2) If package includes a SAMPLE, what administrator must
specifically activate, where will this file be put? Is it:
/usr/share/<package>/
Or
/usr/share/doc/<package>/sample.packagerc
3) When package is updated and it includes a NEW version of
the default configuration 'packagerc', how should this be
handled?
