Agreed.  I would also say "If you want to switch, re-run setup and change
the setting on this page" somewhere.
Also, since we're making dialogs more verbose, how about adding something
like the following to the initial welcome page:

  This is the Cygwin setup program.  It can be used to perform both an
  initial setup and subsequent updates, so make sure you remember where
  you saved it.

It might also make sense to have the verbosity appear as context popup
hints (in the future, of course, as SHTDI).
