Looks like Dave mis-spoke -- he said "package database", but he seems to
have been talking about the "local package cache".
At the risk of restating the obvious, this is probably a bug in the
package verification code, since a fresh download should not have
inconsistent files.

If there's any real truth it's that the entire multidimensional infinity
