No, the standard procedure is to create an ordinary tag to use as the
branch-point, and then create a branch tag *based* *on* that ordinary tag.

That would be a plain old ordinary tag, then.

I think you're being imprecise in your terminology. I'd agree we should
tag the tree with a release-number, but there's no need to create a branch
until and unless we ever intend to use it.
