The original package contains:

    lrwxrwxrwx 1 root None     6 Feb 29 13:24 INSTALL -> README
    -rw-r--r-- 1 root None   846 Jul 18  2003 README

I removed INSTALL (aka README) from binpkg, because it only contained
development information. Binpkg does include standard Cygwin
information:

    /usr/share/doc/Cygwin/since-0.5.README
