Right now, cygwin's /etc/bash.bashrc is a no-op.  I'm not sure what users
would like to see in a bash-specific startup file.  Also, upstream bash
does not automatically source /etc/bash.bashrc (or, as I've seen on some
Linux systems, /etc/bashrc); that would take a bash patch or an explicit
source command from within /etc/profile.  I don't mind taking ownership of
bash.bashrc, if you'd like me to do so, but what should I put in it?  It
seems easier to me to leave it as part of base-files, since it already
requires coordination with /etc/profile.
