New Cygwin 1.7.0-28 in release-2

Changes since -27:

- Create default cygdrive prefix as case-insensitive.

Bugfixes since -27:

- Fix access to CD/DVD filesystems (rather: filesystems with drivers
  which choke on extended attributes in calls to NtCreateFile).

- Fix readdir ("/") when cygdrive prefix is "/".

- mkpasswd/mkgroup: Don't list current user/primary group twice if -c
  option is specified on the command line.

I also uploaded a new base-cygwin package which skips managed mounts
when creating /etc/fstab or /etc/fstab.d/${USER}.  It also copies a
cygdrive prefix from an older install into /etc/fstab as case-insensitive.
