[64bit] New packages: Cygwin 64-to-32bit cross-compiler

- Subject: [64bit] New packages: Cygwin 64-to-32bit cross-compiler
I just uploaded a i686-pc-cygwin target cross-toolchain for the x86_64
distro together with over a dozen sysrooted libraries. All packages are
named with a cygwin32- prefix and are under the Devel category.
In order to use this toolchain, install at least cygwin32-gcc-{core,g++}
and all indicated dependencies. Then, you can use cygport --32 to (try
to) cross-compile your package. Note that not all source packages can
be cross-compiled, and some may require changes to your cygport(3), the
build system, and/or the code in order to cross-compile correctly.
The following libraries are also currently available for the toolchain:
bzip2, cloog-isl, cloog-ppl, crypt, gettext, gmp, isl, libbfd, libffi,
libiconv, libmpc, libtool, minizip, mpfr, ppl, zlib.
Please note that the versions of GCC and its dependencies
(gmp/mpfr/libmpc/ppl/cloog-ppl/isl/cloog-isl) match the versions
currently marked as *TEST* in the 32bit distribution, in the hope that
the latter will soon be marked stable.
If you encounter any issues with this toolchain, or need particular
libraries to be prioritized for addition, please let me know here.
Also, if any "native" library maintainers want to take over their
corresponding cross-libraries as well, just let me know; sources, as
always, are in Ports git.
