I think Corinna was concerned about packages which would, unknowingly,
introduce a dependency on cygserver when there were workarounds available
in the package for cases where cygserver functionality is not present.


But that would get ironed out in the review process for package distribution. However, if someone tries the cygserver and decides to later not use it, then there is environment mess creap. The package would need to report errors based on ENOSYS for dependent functions and fail gracefully, but that again can be controlled in the review process.
