programs crash on cygwin 1.7.0-24

Hi cgf,
on latest 1.7.0-24 all programs crash on exit

_cygtls::handle_exceptions: Exception:
STATUS_ACCESS_VIOLATION

attached the strace for one example. 

I assume it is not only me as 1.7-23 is fine.
