[PATCH] Update 3 - Setup.exe property sheet patch

Ok:

- ChangeLog 80-columned etc.
- IDD_S_FROM_CWD stuff added, working to the best of my knowledge.  It appears
now to behave the same as the currently released setup does.
- Choose/Chooser integration back/next issues fixed ("next" was the only one
that worked right before, and only on a download/install).
- Checked download failure modes and all seems to be in order.
- Diffed against ~30min-old CVS.
- indented per indent's GNU formatting abilities (FYI: the new indent 2.2.7
looks like it can handle C++ pretty well).
