utils.sgml patch for mkgroup, mkpasswd, mount

Here is a patch for utils.sgml that brings mkgroup, mkpasswd, and
mount up to date. All options are now covered with short
explanations of what they are used for, and users are no longer
invited to "mount the directory C:\cygnus\cygwin-b20\H-i586-cygwin32\bin
to /bin". In fact, this patch will get rid of all references to
"C:\cygnus".
