DEBUGGING guards in winsup/cygwin/exceptions.cc are missing

When compiling the cygwin dll from cvs, without --enable-debugging
the build fails in winsup/cygwin/exceptions.cc because console_printf
has no prototype defined without DEBUGGING set.

Something like the following fixes this:
