Ah, no wonder I didn't receive it.  I'm subscribed to cygwin-allow, but
not to cygwin proper.  Perhaps such notifications should go to a special
list, like <cygwin-administrivia at cygwin dot com> that people can
actually subscribe to?

Another thing that seems to have happened is that the web archives got a
bit mangled -- there seem to be different messages with the same number
there now.  Not a big deal, but thought I'd mention it.
