If you accept a recompile, then nearly any OS/X app will work fine on
linux and cygwin.  Not being an OS/X user myself, I can see that you'd
still need some library such as OpenAqua (which if it doesn't exist,
probably will very soon).  Other stuff you'd be missing would probably
be stuff you shouldn't expect to port, such as functions to configure
OS settings (think Windows Control Panel).

But OS/X is just BSD with a couple Apple proprietary libraries.

If you want binary compatibility, then you might have some luck with
FreeBSD or OpenBSD directly (and again an open-source replacement
shared library for Aqua).
