make World error

Hi,
   I'm a quite new user of cygwin.   At first, I bunzip2 and untared the 
xc-?.tar.bz2 files, and run "make World|tee world.log". or whatever.   Then 
make says "make : /bin/sh  command not found".   Actually, sh.exe is in 
/cygnus/cygwin-b20/H-i586-cygwin32/bin, but make cannot refer to /bin/sh.  How 
can I do it?   I guess it's related to many other things......but cannot find 
it in faq.
