This isn't really on topic for the mailing list, but, I would start by
checking if you actually have a file called /usr/X11R6/lib/libXt.a
If you do have the file, then welcome to the wonderful world of compiling!
If you don't have the file, then get the other packages for Cygwin/XFree86
an untar them... I know that one of the tarballs includes libXt.a, as I
have the file.
